21st Century New City
To be a 21st Century Free City, there are several criteria to meet:
Land
Minimum 8 sq km with potential to expand to 100 sq km or more.
Location
With good connectivity to major infrastructure like highway and airport.
Freeport
A free trade zone with incentives to attract trade and industries.
City management
Certain degree of city management autonomy.
Integrated
Mixed city functions including residential, commercial, industrial, R&D, education etc.
Population
Able to grow its population 250,000 to 400,000 over a period of 30 years.
